Heather Finnemore Johnson is a seasoned executive with over 30 years of leadership experience across the private and public sectors. She most recently served as Commissioner of the Maine Department of Economic and Community Development, where she led the development and implementation of the state’s 10-year strategic economic plan and advanced priorities including rural investment, broadband infrastructure, and youth workforce development.

Heather began her career in the private sector, holding executive roles at global companies including Nokia, Polaroid, and Gateway, where she led strategy, operations, and sales organizations in high-growth, fast-paced environments. A proud graduate of the University of Maine, Heather brings a deep commitment to expanding opportunity, aligning talent with economic needs, and strengthening pathways for students and communities throughout Maine.
