      1. Faculty Governance Council (FGC)
         1. FGC brings to campus assemblies/senates and goes back to FGC
      2. Chief Academic Officers Council (CAOC)
         1. VCAA Action which has three outcomes
            1. Notice of Decision to University
            2. Revise or Reject which goes back to University Evaluation Step 2
            3. Approve which goes to Add to Program Inventory Step 4
            4. Adding to Program Inventory Step 4
